FAN JINGGANG's bookshop, Utopia, is not one the casual shopper will ever find. It occupies a small room on the sixth floor of a shabby office building (relocated from similar hard-to-find premises where your correspondent paid it a visit three years ago). Yet it, and a website of the same name also run by Mr Fan, are among the fountainheads of an ultra-left intellectual current that has become a striking feature of China's turbulent politics.

There is no evidence that the recently deposed party chief of Chongqing, Bo Xilai, ever gave explicit encouragement to the bookshop, the website or its network of Mao-loving supporters. But neither did he reject Utopia's adulation of him and his “Chongqing model” with its revival of “red culture” (quotations from Mao and revolutionary songs). Chongqing's government website carried a flattering reference to Utopia and its readers' “thirst for justice” in a comment submitted last year by a Chongqing citizen who also praised the work of the municipality's then police chief, Wang Lijun (who is now thought to be in custody in Beijing). The comment elicited a thankful reply from Chongqing's police, but has now been expunged (see here for a cached copy, in Chinese, on Google).

As Analects reported on March 23rd, Utopia has been among a handful of hard-left websites that have continued to sing Mr Bo's praises in spite of his political disgrace. But with more than two weeks now having passed without any public explanation of the reasons for Mr Bo's dismissal, citizens can be forgiven for thinking that the struggle is not over. He sees the publication in late February of a report, “China 2030”, by the bank and a Chinese government think-tank, the Development Research Centre, as part of a “step-by-step” plot to attack the Chongqing model and Mr Bo. The report's proposals for financial liberalisation and the scaling back of state-owned enterprises “harboured evil intentions”, says Mr Fan. His website has recently been replete with articles echoing such misgivings. Mr Fan says that since Mr Bo's dismissal on March 15th total page views on his website's articles relating to Chongqing and Mr Bo have more than doubled to over 10,000–evidence, he thinks, of public support for their views.

Mr Fan offers little evidence to back his claim of a plot. But they are worth taking seriously, at least as an insight into a strand of thinking in Chinese politics that ties together an array of forces, ranging from born-again Maoists to ultra-nationalists and hardline elements of the establishment itself. Utopia and like-minded websites such as Maoflag.net are the online inheritors of an orthodox tradition that traces its origins back to the aftermath of the Tiananmen Square protests in 1989 when party hardliners founded journals extolling the virtues of old-style communism. Mr Fan, however, sees gloomy times ahead for people like him. He blames a “hostile attack” by unnamed “political forces” for the closure of his website and others like it for several days after Mr Bo was sacked. He fears that in the short term at least, China could “go astray” (Mao-ese for deviating further towards capitalism). The reason, he says, why China saw hardly any organised display of sympathy with the Occupy Wall Street movement is because people saw the Chongqing model as a portent of change for the better. Now he does not rule out large-scale unrest. “What's happened this year and future uncertainties are making people more worried”, he says, referring to leadership changes due to take place at the end of this year.

On November 8th the party will convene its 18th congress in Beijing. A Chinese newspaper, the Global Times, says this is because officials do not want people throwing dissident leaflets out of them. (Many drivers have not complied.)

The party is particularly nervous this year as the country’s economic growth slows and members of the new middle class become more anxious about their prospects in the years ahead. Even the official media sometimes hint at this. Another Chinese newspaper, the China Daily, reported recently on a survey of Beijing residents that was conducted by a government-sponsored think-tank in the capital. Only 1% of respondents said their quality of life had greatly improved in recent years, while one-fifth said it had improved slightly. More than one-third said they felt no change, and more than 40% said their lives were worse.

Even the state broadcaster, CCTV, has offered a rare hint that the party’s efforts to portray a country of growing happiness are being greeted by some with cynicism. It was long overdue, made necessary by the departure in September of a coalition ally, and more generally by the growing sense, over several months, of a government adrift: dominated by aged men, beset by scandal and short of fresh ideas. Mr Singh afterwards said he hoped it be his last rejig before general elections due, at the latest, in mid-2014.

The most high-profile, and broadly welcome, change is the arrival of a new foreign minister, Salman Khurshid. He is only the third Muslim in the post in India’s history (though his own father, Khurshed Alam Khan, once served as a junior foreign minister, a reminder of the heavy role played by dynasty in Indian, especially Congress, politics). The two most important cabinet jobs—finance and home affairs—were left untouched. But one other notable development, to foreign eyes, is the return of Shashi Tharoor, once a prominent UN official, to a junior ministerial job. He had quit, two and a half years ago, over a corruption scandal related to Indian cricket. An articulate, pro-reform and Western-oriented figure, he has a job promoting better education and skills in India, but is likely, too, to help improve the government’s public communication. In addition Manish Tewari, a bright spokesman for the party, now gets a junior minister post.

In all, 22 ministers, 17 of them new, were sworn in by India’s newish president, Pranab Mukherjee, and watched closely by a pensive Sonia Gandhi, the Congress president. She and Mr Singh displayed a mix of ambitions with their changes. Similarly a clutch of Congress figures from West Bengal were promoted, filling a regional gap created when a Bengali coalition ally, Mamata Banerjee, flounced out of government in September (in opposition to some limited economic reforms that had been announced that month). Perhaps most important, however, was what did not occur. Mr Singh repeated that he had offered a post in government to Mr Gandhi, but again the young scion of the ruling Gandhi dynasty declined the responsibility. Various figures close to him have been promoted—notably Sachin Pilot becomes a junior minister for corporate affairs and Jyotiraditya Madhavrao Scindia takes on responsibility for power. But Mr Gandhi himself is likely, instead, to get some new party job.

The significance of this may only emerge in the coming months. At first glance it suggests Mr Gandhi is less likely to be promoted as the party’s next prime-ministerial candidate. His repeated ducking of offers to become a minister suggests that he lacks the appetite for high office. With no experience in government, whether at national or state level, he will look ill-prepared to lay a claim to be prime minister. His timid performances in parliament do not help either.

Like his mother, therefore, he may aspire to a more detached sort of political role: guiding the Congress party, and so influencing government from outside. This, in turn, hints at a further possibility. Mr Gandhi may have concluded that Congress’s electoral prospects in 2014 are dim, after two terms in national government and a general weariness over corruption. If the government is destined to grow more unpopular, he may reason it is smarter for him to remain modest now and keep his ambitions in check. He may even reckon that winning in 2014 would anyway bring a less-than-enticing prospect: a more limited electoral mandate, probably in a less cheery economic climate and with an inevitably fractious coalition to manage. Thus holding off from office for some years yet may be the more appealing course.

Yet all that would open up other questions. If Congress is signalling that Mr Gandhi is not yet ready to emerge as its leader, or prime-ministerial candidate, then who is? Mr Singh is still healthy, energetic and capable, but the octogenarian must be allowed to retire at some point. It may prove impossible to find another such figure—capable of leading, yet not personally ambitious and so not a threat to the Gandhis’ dominance over the Congress party.
